蓋世太保最早產(chǎn)生于德國的普魯士和巴伐利亞二個邦。1933年納粹黨執(zhí)政后，納粹二號人物戈林以普魯士邦內(nèi)政部長身份接管邦警察局，他把政治警察、諜報警察和刑事警察中政治特別部門合并，組成秘密警察處。

一個無名的郵局小職員奉命為這個新成立的組織設(shè)計一種免費投遞的郵票圖樣時，提議把它叫做秘密國家警察，簡稱"蓋世太保"（Gestapo），一個令人談虎變色的名稱就這樣出現(xiàn)了。

1934年4月戈林任命希姆萊為蓋世太保首腦，希姆萊隨即任命后來以“劊子手”外號聞名的黨衛(wèi)軍保安處處長萊因哈德·海德里希為蓋世太保副首領(lǐng)。1936年6月，希姆萊成為德國警察總監(jiān)，蓋世太保隨之向全德國發(fā)展。同時希姆萊改組全德警察指揮體系，蓋世太保改為著便服的保安警察。
