川普剛上臺時，共和黨在美國國會控制參議院和眾議院，民主黨簡直就是完全被“邊緣化”了；而且2016年總統(tǒng)大選煮熟的鴨子飛了，更是讓民主黨覺得窩火、憋屈；

美國政治生活中還有一個英文詞匯，叫做“跛腳鴨”(lame duck)，意思就是當國會兩院都由反對黨控制時，雖然總統(tǒng)(政府)依然照常運作，但是你處處掣肘，什么事都干不成，比如川普前任奧巴馬總統(tǒng)的第二個任期。

沒有國會的支持，奧巴馬政府的許多政策不能形成法律，沒有法律效應，只能是以“行政命令”的方式出臺。所以說，川普上臺后，馬上就一一推翻奧巴馬的決定。

不過，如果川普的行政命令不能形成法律的話，川普走人之后，下一屆總統(tǒng)如果是反對黨，照樣可以一一廢除——這就是美國政治游戲的看點。
