應(yīng)該說(shuō)是犯罪行為。
“刑事犯罪”是一種不標(biāo)準(zhǔn)的說(shuō)法,因?yàn)椤胺缸铩北旧淼亩x就是“觸犯刑法的”,觸犯其他法律稱(chēng)為“違法”。
另外offense是一種觸犯的行為,不能定義為“罪”。
